The most common offshore licence. Cheap for operators, weak on player protection — but the LOK 2023 reforms are slowly improving the dispute path.

Curaçao ran a "master-sublicensee" model where four master-licence holders (Curaçao eGaming, Cyberluck / CIL, Antillephone, Gaming Curaçao) sublicensed to hundreds of operators. Cost of a sublicence: ~€1,500-3,000/month. Cost of an MGA licence: €25,000/year + tax. That gap explains why most crypto casinos and offshore-facing brands are on Curaçao. The LOK (Landsverordening op de kansspelen) law of 2023 replaced the master-sublicensee model with a single unified licensing authority under the GCB. Legacy sublicences continue in a grandfathered state until they expire; new operators licence directly through the GCB.

Independent complaint sites (AskGamblers, Casino Guru) have historically been more effective than the licence itself — operators care about reputation on the aggregator sites.
